I have a young silver laced wyndotte rooster. He has NEVER in his life(while i've been around him atleast) made ANY noise or action like a rooster. I know it's a rooster though. He's never done a flirty dance, never crowed, never made hen calls, never made predator alerts, never mounted a hen, never gotten into any fight with another rooster, nothing.

A month ago (when you posted this) I had a Production Red rooster like that. I was grateful for the quiet. Then I processed the other five roosters in the flock (wouldn't you know it? A pullet I ordered is a RIR roo) and guess who is getting vocal, and visiting the ladies?
There are several factors that could be at play. The girls might scare him, I don't know his age. He may just not be mature yet. i could get smart, and suggest he doesn't like girls. More likely it is nothing to worry about.
