Why is her head like this?

Didn't look that way to me. One area was definitely fluffy. And both areas I've indicated certainly looked like feathers upon close observation of the picture. If they aren't, you need a better, more close-up picture to go by. *shrug*
They are more whiskers. Definitely not white feathers, I can assure that. I'll get a closer up picture tomorrow :)
 
That close up would help us answer your question better. Franky, I don't see the problem, but if you think there is one, we will need a closer pic to be able to see it.
I don't think there's an issue, just curious why it is the way it is. I'll get pics tomorrow- we've had a fox problem and been busy dealing with it.

Tip is mixed breed. Father is the rooster, momma is the black on the right.View attachment 1223146

I'm no expert, but I think she is probably a black sex link as your rooster looks like a possible EE and the hen is a BR (same parentage as my Eve). Eve had that bald vulture appearance too, but hear face feathers have finally grown in (she's just over 2 months old now). Yours will too.

They are sex linked but those hens are actually Marans, with what we presume to be a mixed breed father. He might be EE but he's unmuffed and unbearded and 8 pounds.
