I have certainly heard horror stories of shelters & rescue groups that make it almost impossible for ordinary people to adopt their critters, but our local APS is pretty good. We got a dog from them a couple of years ago that we took home the same day for an adoption fee of somewhere between $100-150. That included shots and spay/neuter. He was a sweet dog but six months later he was occasionally attacking our little dachsund over food--unprovoked. We were able to take him back to APS with new info on him (like--he needed to be the only dog in the household) and they eventually found him another home. I'd adopt from them again & have sent other people there.
