Why isn’t Cockerel stopping hens from fighting?

Is the RIR with the big comb and wattles that's higher up on your arm a cockerel or a pullet? I'm noticing that the pullet lower on your arm is in very submissive positions to that one, and has way smaller comb and wattles. The color difference in comb and wattles is also significant, and the legs on the higher bird actually look male to me. But I can't be sure because I can't see hackle or saddle feathers due to the angle of the pictures.

She’s a pullet, but if she is a cockerel wouldn’t my leghorn cockerel fight her? He does the rooster dance for her along with the other girls.
 
Hey, guys I have a question about my cockerel. He is kinda shy and doesn’t attack me which is good but I’ve noticed that when the pullets are fighting he doesn’t stop it. It gets pretty intense sometimes so I have to intervene. Is it because he’s to young?
Basically yes, he's too young.
Older cockerels and roosters often don't intevene in the disputes between the hens unless their favourite hens are involved. Who is laying eggs and who isn't can also be a factor. Here, during the winter when the hens stop laying even the most capable roosters lose some of their attentivness and good manners.
I wouldn't expect to see adult male behaviour in a rooster until he was between one year old and eighteen months.
 
That's the one I was asking about. OP, can we get a better pic of that one, standing free, showing feathering all over the body? I still think that comb and wattles plus the legs look male.

Don't pay any attention to me, I'm still learning. 😉 But with better pictures I can learn from the more experienced folks here. Don't panic, it could well be a pullet at point of lay, but we'll find out!
