Why isn’t Cockerel stopping hens from fighting?

Probably his age. But it could just be his personality.
In my experience, roosters are pretty goo peace keepers in a flock.
I have a great picture somewhere. At dusk, two hens were squabbling over roost space. I went back in that coop a few minutes later when it settled down only to find a rooster on the roost between the two hens and he had a wing wrapped around each of them.
 
Adult male behavior?
I have a boy that hatched on Easter and he displays all the typical male behavior. Do you mean, like... More well behaved and just more gentlemanly behavior? Cause this boy is a little rough with his hens, I'm guessing due to his hormones.
Mature stable experienced rooster; bumps rear of hen with chest rather than grabbing back of neck.
Cockerel; tries to grab anything that looks like a hen by whatever he can get his beak round.

Mature; doesn't bother hens that are not in lay.
Cockerel; never even seen an egg let alone know what they are for.:D

Mature; while hens are in lay lets the hens eat first.
Cockerel; tries to block hens from the food whether they are in lay or not.

Rooster; when breaking up a fight, gives all participants and anyone who looks like they might like to argue a peck or two, that often includes me!
Cockerel; tends to pick on one particular hen, often the one that is losing.

Rooster; sound the warninng call less and less as he learns what are and what are not serious threats.
Cockerel; a butterfly gets to close and he sounds the warning call.

Rooster; has two or three favourite hens with whome he will mate with on a regular basis.
Cockerel; tries it on with anyone hwo stands still long enough.

Rooster; will fight other roosters.
Cockerel, more likely to fight with hens.

All a bit tongue in cheek but you should get the idea. There are many more differences that may be seen depending on the keeping arrangements.
