It looks to me like you'd be okay chipping a bit more shell off the top half of the egg, shine a flashlight on the membrane and tweezer/trim off any in the top half that doesn't have vessels. I think at this point you could leave off the moist papertowel off the egg and just leave it in the incubator. Its head is probably wrapped around funny and can't extend itself.
Definitely looks like a humidty problem, you may have to continue to help the last one if he can't make any progress, just peal some shell away put him back in for about an hour, then repeat the process.. If he's to dry he's not going to do it on his own.. If he looks all absorbed, you should be OK..by helping him...
I would cut the white thing loose from him... I would be afraid of it getting dried up or start to tighten up around his little foot and cutting off the circulation. With that much progress, he is just going to get more and more wiggly.. As long as there's no blood, you should be alright.. In the one picture it looks a little bit tight already, try to at least get it off his foot...
OH BOY, you have me on the edge of my seat now, the yolk not fully absorbing could be a problem, but as long as he keeps moving... CROSSING FINGERS.....
