Dominance, or she’s horny. Either way, it’s normal, and your Rouen should be okay.

drownings can happen if you have multiple drakes

Being your females are both Large most likely neither could be drowned. Mine play mate all the time.

My females "mate" with each other all the time. Just watch to make sure she's not holding the duck down very long, or the head is under water, or she's pulling skin near the eye. It's normal behavior and I don't see it as dominance in my flock....they don't have a male and they have an urge to mate.
