There probably would be a revolution and anarchy if states started taking away the right to own livestock and poultry. It infringes on the most basic human right and need to be self-sufficient in raising food. A totalitarian state would of course want to be in control of everything, but it is not sustainable and eventually will be overthrown by "the masses." There will always be those who revolt, which is why there was a revolution in 1776 - to free the majority of colonists from the tyranny of foreign rule and taxation that would impede the "pursuit of happiness."
The trick is, to keep an eye on those who would rein in our freedom a little at a time, and by the time we realize we are trapped, it's too late ... like the frog-in-the-pot story.
