wing clipping

Once a year after they molt and grow new feathers. You can clip just one wing that will make it off balance when they try to fly and usually stop trying.
 
I would clip once to twice a year, as sometimes the feathers are pulled out for one reason or another. Depending on how tall your fence is, one wing could work, if it is short, then I would clip both wings. I do this for all of my trouble chickens.

Most of my birds don't try to fly over. But when one does for some reason the others think monkey see, monkey do! :barnie

Clipping only one wing has NEVER been effective for me. A close bilateral clip on the other hand has worked quite well. :old (I'm not worried about them escaping ground predators as that isn't my issue.)

Once a year should be often enough, but as noted there can be other factors. You may not even need to clip the second year, as the bird may already accept the fact that it can't get over any longer and quit trying. They are after all creatures of habit. :old

Luckily, clipping wings is one of the easier things I've done! :)
