I don't think it's serious but I'm sure someone more knowledgeable will come along in due course. Do your birds have access to a dustbath? They can look after their skin and feathers better if they do.
He's a rooster almost 1 month old..do they use it? It just looks like a bit of dead dry skin to me, which will come off with preening and dustbathing. How old are they?
