Absolutely!!! however, try to keep in mind the dog was doing what an untrained dog allowed to run loose will do. Not the animal's fault. Well, not completely. Too bad we can't shoot the neighbors. I can totally relate. I am going to be having a similar conversation with a new neighbor down the road in the near future too I am afraid. Would have already but did not know where the animal belonged at the time and fortunately, unlike you, I have not suffered a loss yet. My personal second step (if I am able to convey the "first step" face to face") is the offending animal goes for a ride to the pound with the explanation it was found running loose on my property. Then I know for sure if it re-appears it has been given all it's shots. Then it is a phonecall to the sheriff. If, however, at any time my girls are in direct threat, well then, I will take care of the shots myself.I got new neighbors this week. Their dog came and killed one of my chickens. I beat her in their yard then told them if I see her in,my yard again she will be shot. Then I pointed at the dead chicken and said "you can clean up the chicken it killed". And I walked away. Next time I'll call the cops so they get a fine. But the third time is a bullet. If it kills certain ones there may be more than a dog getting a bullet. That's my terroristic threat for the day.

As for the neighbors dog... Shame on them I certainly hope they offered some kind of restitution! At least it would show some kind of responsibility. I understand animals react based on instinct, but good training to stay in ones yard is a basic principal all pet owners should strive for. My neighbor has lost 3 to her own dog that i think would cause me to rethink my dog...
