If you see cement trucks on the streets and big trucks hauling sand and gravel, they are usually not traveling very far from the source. If there is any construction going on where you live, there usually is a quarry somewhere on the outskirts.
For over a year, my sand and gravel yard couldn't get masonry sand due to losing their local quarry after losing a court battle with an adjacent property owner who claimed the quarry was on her land. Now the sand is once again available, but is costing me twice as much due to it needing to be hauled from a quarry 100 miles away.
That may not be information you absolutely needed to have, but the bottom line is that you should be able to find sand a heck of a lot cheaper than Lowes and Home Depot. Anyone can haul sand home in the trunk of their car in plastic buckets or empty feed sacks for a fraction of the cost from chain builder supply stores.
All sand and gravel yards deliver. You can order as little as a yard or two of sand and have it dumped in a convenient spot, and then wheel barrow it to where you want it. It would probably still end up being cheaper than bags from Lowe's.
