wording for free ranging in an ordinance

I have successfully convinced my town to create a permanent ordinance (we first had a one year pilot) and they are willing to allow free ranging. I've been asked to help with the wording of that part of the ordinance. Any suggestions would be appreciated!

Not sure if this will help, but my town basically lumps poultry in with dogs. The wording basically states they are allowed loose on your property but are considered 'at large' if off your property or property they have permission from the owners to be on.
