Worms in the quail's water- HELP please

Hello Everyone - Here's my situation: I live in Indiana and have my quail in a flight cage, thus the birds are on the ground. The water containers and feed containers are also on the ground. Each day when i feed and change water, i find dozens of little white maggot like worms in the water. It's too cold here now for maggots from flies; in fact it well below freezing at night. Does anyone know what these things are and what i should do?
 
I keep my birds in aviaries and flight pens as well. I found that I need to dump all water each night during the winter and pick up all feed so things are not getting into it and to not have to worry about freezing water.

Also, allowing mice at night to have a field day in your feed and water at night WILL eventually sicken your birds.
