When one of my hens was critically ill last year, my vet told me to make sure she got 100 ml of fluid every 24 hours. When I have to give water/fluid through an eyedropper, I try to get the liquid to go towards the her right side of her mouth b/c the windpipe is on her left, that could cause her to aspirate fluid if it goes down the left side. If I am holding her head, I tilt it so that the left side is up, and the water will drain down into the right side, where she can swallow it. Also I would gently rub her throat to encourage her to swallow. Good luck, it's not easy, but worth the effort.
