My guess would be yote. In most cases if there a few feathers left it's a yote cause they are big enough to grab and go. Foxes have to kill then drag so more feathers are left behind. All that said dogs can do either depending on the size and type of dog your dealing with. Don't think being in a city will rule out yotes either. I have friends in Atlanta with pictures of em in their yard.

Couldn't help but post a pic of our latest batch of quackers. Hatched seven of nine. Not as good as last time but we're still happy.
 
So glad I dont have to worry about such things now. Here if its on your property you can do as you like. Its good and bad but only bad folks seem to take advantage of it. Good person tells you fome get your dog he got loose. Bad either shoots it or keeps it sometimes selling it or hiding it elsewhere. People poaching rare animals for profit have destroyed many species. Laws are a two edged sword. But here some animals I dont blame them. They starve dogs to make them mean, most animals are fed rubbish from meals or whatever they can scavenge. Sil has a rottweiler tied up in a septic form to scare folks away. The form was covered with metal so it was like an oven most days. He was given rubbish to eat and never had access to anything clean. He pooped where he ate and slept. Well whenever a chicken strayed into his grasp he got it. They beat him each time. Finally they took him away, which means he was either shot in the head or left somewhere where god forbid he doesnt attack and kill anyone. Its sad but there is so much that needs correcting that the basic rights of animals is a long way off. And its not just here its everywhere in the world.
 
living on farm, I know that if another animal of any kind is killing your livestock or damaging crops, you have the right to shoot it. I live in Screven county (sylvania). Our animal control is a JOKE!
