Yeah I agree, there’s a high chance he’s just inexperienced and may learn how to treat them more nicely with age.
However it’s quite harmful to the hens and could cause damage so you may want to separate him through a fence or something for a little while.
If your not able to do that you may have to rehome him, as short-term the hens can’t really fight back/calm him down like a human would be able to if he was attacking a person, it will most likely be a case of time until he matures but in the mean time could really hurt your hens
