    The structural stability is relevant only as far as you expect it to support something. In this case the weight of what it would support is very little. In that picture the structural stability came from the 2x4 frame, the pvc pipe just provided shape for the covering.

    I had a clubfooted hen that was caught three or four times before she passed of something unrelated. But I'll tell you this..Fence your own yard in. I'm not absolving your neighbors but you have an obligation to protect your own livestock.

    I use hog rings for that. But to answer OP's question if the run is to contain chickens during the day you don't have the same concerns as you would using welded wire where they sleep. A chicken will know to back away from a critter reaching into the fence. Not so if they're roosting asleep.

I'd start with a wire frame that's fenced off from the other chickens so they can't poop or roost on top of them, then gradually allow them more access to the rest of the birds as they grow, then pick the brooder up and put it in the shed/garage til next...
