most docile,quite breeds of hens?

I don't know why nobody mentioned them...

My little Delly hen is always the first to come running when I call her. Loves to get petted and held, was extremely easy to tame down (tamed a lot earlier then my other birds, my Welsummer is still not anywhere near tame, the other guys are somewhat). She's still a little young for egg production, but I expect she'll be a pretty good layer

Definitely my favorite breed out of my flock.

As far as roosters go, my Black Copper Marans rooster is the quietest, sweetest rooster I've kept. He doesn't hound after the hens all the time, doesn't have a very loud crow and doesn't crow all day long. I'm lucky if I can catch him crowing at 10AM

He's not as cuddly as my Delaware, but tolerates petting and being held. Plus he's awfully handsome with his strutting about

A breed that I think might fit your requirements nicely are Brahmas. Being big, pea combed and heavily feathered, winter should not be much of an issue. Temperment wise they are extremely calm, mellow, laid back birds. If you would get a mixed flock containing a few brahmas, I would bet the brahmas would soon be at the top your favorites. Another nice thing about them is their appearance, which might be something to consider if you are having neighbor concerns. While a small flock of say gold comets will produce you more eggs, they won't draw a second look as far as being interesting beyond being basic chickens. While good brahmas, in my opinion, have a much more regal air about them, their size, stature, feathering, and coloring, almost always draw attention from the public. Having a flock that the neighborhood wants to show to their visiting friends, and relatives may gain you a little favor.
 
No one has said anything about Faverolles ha ha so I need to jump in. Faverolles are the calmest quietest chickens I have ever owned. They are fantastic layers and very cold hardy they are also stunning! I cannot say enough about Faverolles both as a backyard bird as well as a show bird. Of course I am the vice-president of the club but there are a bunch of people who feel the same way.

I have 2 RIR, 2 easter eggers and 2 buff orps. All 6 are 9 week old pullets. Of the 6 only the blue EE is a little skittish, she is also the queen. She is the one to challenge the other birds as to pecking order. She is by no means aggressive just the boss at this stage. The buffs and the Reds come right up to you, and the black EE will come to you if you have a treat. I've held all the birds and the buffs seem to be the most relaxed, they'll sit in your arms as long as you're willing to pet them. It really comes down to prefence. There are several breeds which do great in the colder climates, it comes down to what do you consider more important ig: broodiness, quantity of eggs, color of eggs and of the birds. My suggestion would be to get more than one breed, but if you do this get at least 2 of each breed. Warning though this can be addictive!!! Chicken Math !!!
 
I personally think the cochin's or orp's are the most docile i have 4 cochin's they are very friendly quiet birds and its like if they have to do something they will do it in their own time, and they love being handled i carnt get anything done when im in with them

My EE's are super docile and quiet, but the get picked on by the others. I love my Buff Orpingtons, Sussex, and Barred Rocks too, both super docile, but the Rocks are noisier than the Orps. The Orps are cuddly and like to be handled. The Sussex don't bother anyone, just nice birds and quiet.

I have 6 Jersey Giants, they are docile, and super quiet but standoff-ish. Actually they make very sweet sounds, which always sound funny coming from the largest birds. I am crazy about the Silver Laced Wyandottes, but they can be agressive toward the other breeds, and my noisiest bird is a Wyandotte. I think she actually puts the roosters next door to shame, but her 'song' makes me laugh.
 
My friendlest, quietest breed are my Austrolorps, great with the other breeds, with the kids, even with the dog. They are great layers and very quiet I love them.

My loudest are my Barred Rocks they can sing one heck of an egg laying song.
