Southeast/Brewster NY 4 horses but only 2 chickens?!

We're looking to buy a house in the next 6 months and thought we'd found a great one, with almost 5 acres of land. However when I looked up the Town of Southeast ordinance it seems to say we're only allowed 2 chickens and no roosters on up to 5 acres.We are however allowed 4 horses! I'm so confused, and wondered if anyone on here lives in that area. How can it be that only TWO chickens be allowed!?
 
You should check that again. My family has a ranch, and with no problem we owned 10 chickens. I live in the city and own 3 chickens.
Something doesn't sound right, especially that you can have 4 HORSES on only 5 acres.
