I love the invite the high school band over for practice! But that will not promote peace and end the feud!

In reality it does not really matter.
The OP might as well plant a large blackberry hedge by the road.
And I doubt that will pacify the nosy neighbor.
I would suggest Multi-floral rose instead of blackberries. It gets much higher, Is stickier, harder to get thru and without goats next to impossible to kill.
 
I would try training them inside a temporary fence at the barn before investing in a fence around the road. If your flocks never been contained to a run and sleep in a barn they're going to be harder to train to a fence. Clipping one wing discourages flying.
