Interesting idea. Nice write-up of how to build this. My concern would be the whole thing tipping over if the waterer got empty and too many chicks perched on the side. I think putting some weight on the bottom of the container would make it safer, as well as attaching the hard wire cloth top to it so that doesn't flip off either.
