Update: She passed recently after this post was made. Unsure of what the problem was but suspected respiratory infection. She was too young to fight it off and we hope she rests in peace in chicken heaven.
Try to keep other animals from pecking at it and apply an ointment if you can. Try to clean it out and make sure the duck is getting good food and water.

I use Sulmet (sulfamethazine sodium) that goes into their drinking water. Last time my hen had the eye problem it was borderline at the place of her possibly losing her eyesight since it was swollen. It did miracles to her.
