If you want a bird that won't fly (unless pressed), I recommend Black Penedesencas. My rooster flock never tries to get out of a 2' fence. Other Catalonian breeds tend to respect fences too.

I've only raised Minorcas and Black Penedesencas, but for the Penes, I can literally confine them inside a 2' high fence. The Minorcas tend not to be fliers either.
I agree. Not only do they want them to have been in the APA by then, they also don't care about breeds that arrived after 1900. That leaves out a lot of great, yet rare breeds that need a lot of attention.
Others will have to speak to the empordanesa as a flyer.
If they are anything like black penedesencas, they are flighty but definitely not flyers.
