The wacky rulings between legal for one species not for the next, to my understanding, reflects lobbying and commercial dollar power as well as industry demands.

Chickens are cheap to grow and replace, and can be raised in controlled litter lots with less disease for the time frame so no dollar demand to spend research to find residue limits.

Cattle are more expensive to raise, take longer to come to table, and with current feed lot standards and grain, need more meds, which the industry is in the habit of giving thus the research for residue and willingness to provide expense for approval.

Two things you never want to watch being made...sausage and legislation.
