If you wanted to make the access to the lake closer to the vampires you could put the Apachi pack next the the other wolf pack, then have the bottom end of it around 1/2 of the lake.

Naw, two lakes wouldn't make a big difference. There are tons of lakes where I am, small ones everywhere
 
Vampires don't need water.... Last I checked at least. And most live in houses with running water/plumbing anyways. And most of the werewolves do too...

So unless they are reverting to a more primitive state/ planning a humongous water balloon fight/ need a water wheel to run their mill/ are planning a family fishing tournament........ I am not seeing the huge problem? It's a lake...
