It's a ceiling fan.

My ceiling fan bulb thing is broken too... after I took two trips to the store to find the right light bulbs. Have to figure out which breaker is for that room, none of them are labeled.

Why do light bulbs get stuck like this
I'm going to have to try tweezers. Am I going to shock myself? Do I need to turn the breaker off?

If you can't unplug it you need to turn the breaker off.
