I'm really thinking it's a cockerel though. I'm sad because "he's" the only other chicken raised with my sweet Betty Flight and I don't want her to be alienated from everybody in the flock. At least right now she has 1 friend.

Cockerel. Girls have a different pattern. Here is a girl for example. She is 17 weeks in the photo.

I hope so! I had to find new homes for my 2 of my bantams who ended up being boys. But my husband says if he's handsome enough maybe we won't rehome him. We just aren't wanting fertilized eggs.
There is not a down side to fertile eggs.

The eggs are still edible
The eggs will not develop unless they are left out in severe heat
The eggs taste the same

My eggs are almost always fertile :)
