What's odd is I haven't heard any crowing attempts from this bird, so I was leaning towards pullet.

Some crow take longer to start crowing, especially if you have a dominant male in the flock.

I agree, its a cockerel.
Many of mine don't start crowing until around 18 weeks, some even later.
