15-16 week old Rhode Island Red chicken. Do you guys think Pullet or Cockerel?

I got these chickens from atwoods and they said that these chicks were rhode island reds.

1,000% Cockerel. The saddle feathers coming in, is a dead giveaway.
What's odd is I haven't heard any crowing attempts from this bird, so I was leaning towards pullet. I heard they were supposed to start trying at around 9 weeks and its 15-16 weeks old...

It's not uncommon for some cockerels to not crow or attempt to crow for several months. This is especially true if you already have a dominant male present.

My cockerel didn't start crowing until he was 17 weeks old. He's 22 weeks now. He's a Blue (BBS) Ameraucana from Meyers.
