Maybe split the difference with the pen G, then if you'd still like to stick with the higher dose... Give 0.2 cc twice a day or even 0.3 cc twice a day, rather than 1cc all at once. Gives her a bit of time to process it through her liver rather than having to deal with a large dose all at once. Insulin syringes are great but the Pen G won't really go through a needle smaller than 22 gauge (20 gauge is better), so you'd have to find 1 cc syringes without needles.
At this point, unless the fluid build-up is making breathing difficult, I wouldn't do anything for her, especially if she is dehydrated. Removing fluid can sometimes cause a downspiral, so I think it is wise to not drain any fluid until it becomes a real problem.
