19 week Easter Egger - pullet or cockerel?

I have two Easter Eggers and noticed that one has a more pronounced comb than the other. She/he has always been bigger than the other, despite being the same age. I have attached a pic of both.

At 19 weeks, gender specific saddle feathers should be very apparent on a cockerel. As well as a wash of rust color over the wing bows.

how can you tell?

At 19 weeks it would have male saddle and tail feathers if it was a cockerel. It's comb is getting red because she is ready to lay.
