2 sapphire gems, roo or pullet?

At the moment, I have 2 sapphire gems. I was told they were both pullets, but one has far less feathers, but are supposed to be the same age. Also stand more like a roo a lot of the time. The both are lacking on the tail bit, but they are 3 weeks old now. Even if one is a roo, I'm keeping him as I live out in the country and I would love to be able to hatch some chicks nextView attachment 4082704 year as our coop can accommodate almost 100 chickens.

Pretty sure wing is in fact a pullet, just a little behind on the feathers development. And I'm not going to lie, I was worried she wasn't a sapphire gem for a day or 3 cause her feathers are still black. But I found some other people who halve very very dark sapphire gems.
