2 Speckled Sussex Chicks ( 4 weeks)...one never grew a tail?

Abnormality or just a slow grower?.... both are feathering out pretty much the same except the one is missing a tail. ( In all fairness there is a tinee tiny beginning of one but nothing like its sister)
 
Usually no tail on a SS means roo. Watch for an early red and large comb. My female SS has a very long tail.
 
im not exactly sure, but i had a 1 yr old hen that i got from some people down the road, and it was a rhode island red, and it didnt have tail feathers when we got her, and she never grew them. she died about 6 months later but something (a disease) got into them and 4 or 5 of them died within a few days of eachother.
