So does the black part just randomly fall off?? And if it does, does it affect her in anyway??

Yes it just randomly fell off on day. Her toe just looks shorter than the others and has no toe nail. It doesn't seem to bother her.

My little girl now has a layer of red above the black part on her toe...what does this mean?

in theory it should be either the skin healing and replenishing, or its an infection. if its hot/ warmer than norm then its infection, otherwise it should be just the new tissue ( think of when you scrape your knee and it goes red while its healing) try to keep it clean and dry, some creams that are anti biotic/ antiseptic are good as long as s/he cannot eat them
