For a brooder I found it's better to use straw just because it doesn't get super messy because ducklings love to splash water everywhere.

Make sure he has clean water at ALL TIMES even if that means changing it out every couple hours. Also make sure he can't swim in it since he doesn't have all his glands fully produced yet so his feathers aren't water proof and could drown. You should always monitor him when you allow him to swim.

Mazuri is one of the best foods because it has a lot of the nutrients they need. My ducks LOVE it. They are a little over a month old and always go crazy for it.

When feeding them other stuff make sure you have some chick grit just to help them digest better. NEVER GIVE THEM BREAD!!

Adding onto the brooder just make sure there is a heat source such as a heat lamp to keep him warm and monitor the temperature with a thermostat, He should be around 80-85 . Fahrenheit. Also have it where he can get out of heat too in case he gets hot.

Finishing off he needs another duckling, they are very social creatures and it's not a good idea to raise them alone even if you were with them 24/7.

I will check for animal feed stores near me in London tomorrow morning I pray that there will be some that are open, fingers crossed. and gave him the tiniest but of paracetamol in his water for the night I pray he will survive until then..
Personally I wouldn't give him paracetamol in his water. He might not like the taste and be less likely to drink it causing dehydration.

Tomorrow you can find him some duckling or unmedicated chick food. My vet recommends Mazuri, but get whatever you can. I would probably see if he would eat eggs tonight.
 
I know everyone has already given advice but I really just want to stress how important it is for ducklings to have the proper diet and protein. Without the proper diet he is susceptible to angel wing, leg problems and future disease. All of the foods you listed are completely devoid of nutrients. He desperately needs duck starter, even chick starter at this point. I hope he makes it.

I agree with everyone, question would quick oats made into a mash help till she gets the feed ? Just a thought
 
You live in an apartment and the duck can't be outside.
Ok, what are you doing for sunlight? For water? besides a bowl to drink out of?
WHen that duck gets bigger it's turds are going to be a real issue, and you can't just keep it in a box all day. The bath tub is probably not a very good option either.

Besides for just the food, there is a lot of other things, a duck needs to survive and be happy. Not trying to sound too mean but living in an apartment, you might want to consider a different pet. Hate to see you put all this effort into the bird only to have it die in a few weeks / months, because it's just not in the right habitat.

Edit: As for food, do you have some normal human food that's vegetables to feed him, maybe grind it up like you'd do for a child? Ill let the duck experts answer this next one but maybe dog food soaked in water to make it soft until the proper food is found / obtained? Might be better than rice at this point.
 
Honestly he's gone so long without anything even remotely resembling proper bird food that scrambled eggs (not raw) tonight/today and chicken starter if proper waterfowl food cant be found would be better than nothing/what he's been getting. He's at the point where he cant wait for perfect - get SOMETHING close while you still look for the RIGHT thing.

The Allen & Page links - the starter crumbs would be the right thing if you can find it available from another seller. If not, yes, the grower/finisher is better than nothing at all and you'd need to add some extra niacin. Avoid anything called "layer feed" because it has too much calcium in it. "grower"s and "all flock raisers"s are fine, just make sure it's crumbled up fine (like the size of sea salt or coarse sugar) and you find a niacin supplement.
