2 week old pekin with umbilical cord attached

I had a pekin duckling that hatched on Easter. I had to help it or it wouldn't have survived. Well it couldn't walk and its neck was crooked. It also had the yolk attached and it took a couple of days for the umbilical cord to detach from the shell. I got it's neck and legs fixed. Looking at it, you couldn't tell how bad off it was. But today I touched very gently, it's umbilical cord and yellow stuff started oozing from it. And it smelled garlicky almost. What in the world is going on? Is it infected and shouldn't it have fallen off already? It was my only duck to hatch and I feel like I have done everything to save it and now this. TIA
 
A good duck vet would be best - it may have an infection and need oral antibiotics right away. The "belly button" can get infected. If that is the case, it's serious.
