20 chickens..... ^.^

and of course it can also just have been a bad luck, I hope you get a few hens for that group but I can only see 3 that could be hens , hopefully I'm right that these 3 are hens

look like all of them are same age, but I think you have only roosters :/
but there is 3 I think could be pullets, but not sure, I think number 9, 13 and 17 could be pullets but not sure tho.

but it looks like to me that the person that sold them to you could maybe have picked the chicks they tought where rooster to you but not necessarily tho
it happened to me, I bought silkies, all of them tured out to be boys :/
someone that had got chicks from the same person said this happened to him to, he bought 20 chicks and all where roosters, but I'm not saying that happened to you necessarily tho but this just reminded me of that time when this happened to me
Im pretty sure those are hens but number 9 seems to be younger than the rest. It doesn't have it's feathers on the top of its head. That's why I said I'm pretty sure they aren't the same age.
 
I think numbers 2,4,7,8,13,17,19,and 20 are hens because there combs aren't bright red and doesn't seems to be getting saddle roo feathers. Numbers 1,3,6,10,11,15,16,18,and 21 have bright red combs but the buffs seem to be getting saddle feathers like the hens. Numbers 5,9,and 12 looks too young to tell since they haven't fully feathered.
 
That much comb growth at just 8 weeks about have to be cockerels, even though they aren't red yet.
I know I got alot of roosters but I know not all are males. I've learned alot from the past year on determining there sex. -_- never dealt with mixed breeds before. But want to make sure if my answers are correct on there sex.
