26 week old Ancona...not laying yet?

Where I live, all of her same age flock mates are laying 5-6 eggs per week to this day.
Every bird is an individual, even if they're all the same breed. So maturity rate and onset of laying can vary wildly between individuals.

Also spurs mean nothing. My head hen (who has never crowed, mounted, shown any "boy" behaviors, etc.) has pretty sizeable spurs, probably about 2" on the long side of the curve.
 
Let me put this another way. She's 28 weeks at this point. If she's not layed, is she defective? Her flockmates continue to lay an egg every day, so day length is still fine.

28 weeks is not late at all during this time of year. As each bird is an individual, they'll commence laying on their own schedule, and can be affected by light levels differently as well.
