He's fine around my son and husband. I have never acted skittish around him, but he will charge at my 13 year old daughter and me. She is totally scared of him now, and I'm on my guard ready to charge back. Is it worth trying to change him, or give him away as a pet or meal?

I’d knock him down.
Never back down from a rooster, move out of its way or retreat in any fashion.
He flies at you, knock him down.
He charges on the ground at you, puff up and hold your ground. Move your arms out to the side and make yourself bigger. I do this and squat a little bit to make a larger consolidated form. Then I stand still for a sec facing him (I have 7 roosters, did this with a couple who didn’t get it) then I hop towards him a little. Keep doing that. I’ve even crowed and danced in front of him (never turning my back to him though) eventually they backed down and walked or ran away.
First couple times I chased to make sure they knew I was in charge.
Now they’re all 5-6 months old and I have no problems with them being assertive with me.
I never walk around any of my birds I always go thru and make them move.
I also spend some time chasing and picking up some, rubbing their backs or their bellies.
With 40 birds it’s hard to socialize with each but I’ve been trying lol

He sounds like a dinner candidate to me.
Some obnoxious cockerels can be managed, but each person will need to change his attitude individually. What about visitors? He's likely to get worse, and tackle every human he meets.
Maybe next year, with more experience, and a flock of mature hens, you could try some straight run chicks and have a nice cockerel out of the group.
Not a production red! Salmon Favorelles tend to be nice, for example, more often than any of the RIR types.
It's great to have a polite rooster, not one that's dangerous.
