I'm all for the "weird" though...I know with cows, its the remnants of a twin that didn't survive at the the molecular level...I've never seen twin chicks hatch successfully, but that could be just because I don't hatch eggs (I'd never be able to get rid of the roos). With cows, they can do surgery to remove extra limbs once they're a little larger and stronger. Might be worth calling around to vets and/or bird rescues and see if they'd be willing to remove them?
You said her vent is wonky though too...check both sides, it's rather likely she has too many things going against her, always worth a shot though, at least in my opinion.
