4 month delaware rooster or hen

I have two Delaware they are 4 month old and i am very new to raising chickens, from this picture can someone el if they are male or female or if one is a hen and the other a roster. They have not started to crow and as you can see there combs are not large at all.

IMO...I think they are pullets, at 4 months you would see much bigger and redder combs then that!

Thats what i a hoping. They don't allow rooster in my area and i kind've gotten attach to them.
