5 month old RIR hen or rooster??

I got these guys as pullets, they were born 1/15/14. I fear the largest may be a rooster...I am not sure. No one is crowing or laying eggs yet...and the only difference is the large waddle and comb. I need to know ASAP as I live in Colorado Springs CO and they don't allow roosters in city limits I love Margaret (animal in question) and would hate to have to get rid of her. Someone please help?

Hello and Welcome To BYC! You might like to post on the What Breed/Gender forums www.backyardchickens.com/f/15/what-breed-or-gender-is-this but if she is five+ months old, looks like you have a pullet getting ready to lay any day now.

She looks like a pullet to me. I am not seeing any hackle or saddle feathers on her. She is probably close to laying. But you might follow the link that Kelsie has provided to the What Gender section for more input.
