5 week old chick with flaking skin...

Does anyone have a idea if this condition can or needs to be treated?
This is my first chick and I admit I know very little about raising one. Im learning everything from help on this site.

I just found this in the Disease section in response to a similar question:
"Sounds to me like she's got new feathers coming in...They come in with this wax on them which they preen off...It looks like dandruff."

Could that be the "problem" and therefore no need of a solution?
