7 week EE feathers?

That is too funny!!! I had an EE a couple of years ago that did the same thing. We ended up calling him "Nakeds" and I swear he was a year old before he fully feathered out. He was gorgeous and huge and very healthy, just super-slow feathering out.

My slow feathering EE turned out to be a roo,he also stayed smaller than the pullet untill about 3 months.I kept thinking when is he gonna lose all the downy feathers on his tail.
I got him in April and he still hasnt crowed.
 
Is it possible that as an EE he is a mixed bird and just got mixed with a slow feathering type like a RIR or NHR? My Buckeyes are taking forever to feather in and the Orps of the same age have beautiful feathers.

here is what he looks like now his name is hawk and the EE hens name is lady,Hawk looks so evil but so far he is a big ol wimp....
