You are still going to risk bacteria getting inside if you wash them though. But in my opinion, the lesser of 2 evils in your situation is to wash them in warm water. Not cold it will pull the nasty stuff into the egg. Not too hot, it can damage the embryo. I would ask for some clean replacements from the seller myself.
Yes, you can safely wash them. Use warm water to get the stuff off--the theory is that using water warmer than the egg will not force bacteria into the egg--It's a thermal properties thing.
Then rinse them in a weak bleach solution--1TBL bleach per gallon of water, contact time one minute.
This will not remove the bloom and I have cleaned dirty eggs--they hatched fine for me.

I'll post pictures when I get it finished, hopefully tonight. Currently I have an assortment of parts... Digital thermostat, temp and humidity gauge, egg turner, computer fan, light and heat pad, screen now to put it all together. I am open to any insight others may have to offer. Consistent heating is my biggest concern, how to get it right? I have heard a 40w bulb works, other ideas?
