If you can hid and wait and catch them in the act, a nice little stray bottle filled with water can do wonderful things for making them stop.

They will think OH NO if I pee there I get sprayed!
 
Try placing some used milk jugs, gallon size, filled with water around the garden. My old neighbor swore by it! Don't know why it works but the cats stayed out of her rose beds after she did it.
 
You could just turn over another small square of earth close to your plat for the Cat. Put up a littlee sign - the Cat's Plot". Maybe even throw some sand into the dirt.

Depends on how much time you care to give to a cat, seeing as they seem to own us anyway:D
