I have a LOT of those on poultryland. Anyhow... yeah, they're just icy. maybe icestar's feathers became permanently coated in snow after he lived there for so long

Aiee, well under the right light, it has a bluish... tinge to it. And anyhow, if Delta's green (my poultryland bird Delta549.. -.- is green) then it should bring Icestar's paleness down a notch and the blue should be more observable.
