a handfull of hens missing feathers for a long time

I have a handful of girls that are missing some feathers (all around their butts) it is damage left over from a necessary coop lock down for a few months during the winter months due to my lack of a run and a hawk.

I figured their feathers would have grown back by now but they are completely bare where the other girls have picked on them. Is there a reason they are not growing back or is it as I figured, they only grow feathers after a molt?

I am having the same issue. We have two roosters (and ironically they are the only ones from our flock that still have all of their feathers). All of our hens have pecked the feathers off of each others backs and around their butt. Is there a cure for this behavior? someone told me to use tar, but I'm not so sure about that. I could use any help I can get.
