It's a lost/disoriented homing pigeon. One band may be a race ID band, but the other contains letters and numbers that can help locate the owner. Many homing pigeon breeders cull returned birds because of 'poor homing' instincts. Evidently this bird is hawk evasive and has found some place to live, but it would be nice to give it a safe home.

How do they withstand the winter?.. Do they need a heated coop? Do you have any tips on how to coax him into accepting a shelter and what this shelter should look like??

Pigeons are quite tough - they do not need a heated coop. Just a draft free, dry, well ventilated building or shed. You would have to catch him and keep him in this coop for a while before releasing him/her, and upon release the bird might return to wherever he is presently living.
